Сформировано отделение ФБР для прослушки Skype и VOIP-сервисов
Корреспондентам CNET стало известно о формировании тайного подразделения National Domestic Communications Assistance Center (NDCAC), которое занимается разработкой новых технологий слежки в интернете. Конкретно, ему в задачу поставили решение известной трудности Going Dark, связанной с массовым уходом граждан от традиционных каналов связи к зашифрованным VOIP-коммуникациям.
Отделение NDCAC должно обеспечивать оперативно-разыскные мероприятия в интернете, в частности прослушивание VOIP. Несколько недель назад была опубликована вакансия NDCAC для IT-профессионала со знанием "стандартов электронной слежки" (electronic surveillance standards), включая PACKETCABLE (применяется в кабельных модемах); QCHAT (применяется в мобильных телефонах) и T1.678 (VOIP). Зарплата предлагалась до 11400 долларов в мес., что так себе немало по американским меркам, однако зато спецслужбы предоставляют неплохой соцпакет.
Желание властей прослушивать VOIP ясно, хотя вызывает недоумение, по какой причине ФБР соблюдает такую крупную секретность, когда речь идёт о прослушке американских граждан. Настолько щекотливая тема непременно обязана выноситься на общественное обсуждение, чтоб избежать любого рода злоупотреблений. Не слишком давно в СМИ проникла информация, что ФБР требует от интернет-фирм соблюдения закона Communications Assistance for Law Enforcement Act (CALEA) 1994 г., согласно с которым все телекоммуникационные компании США должны оставлять возможность скрытого прослушивания пользователей.
После публикации статьи в CNET представители ФБР пояснили, что никакой секретности нет. Создание подразделения NDCAC было согласовано с законодательными органами. В бюджете 2012 г. на эти цели выделено 8 долларов 244 000 и зарплата для 13-ти работников.
В целом на борьбу с проблемой Going Dark выделено 54 млн. $.
